So far, President Bush has exploited this opposition even as it seems increasingly anachronistic. Not two months ago, to take one example, the Bush administration vowed to soften energy efficiency standards for air conditioners implemented in Clinton’s final days. The response from industry was not unilaterally supportive: The second largest producer of central air conditioning favored the tougher standards. Put simply, businesses are beginning to see that being green can make them more competitive, not less.»
